Rebuild Todo List User/Group management

The packages list here use userdel/groupdel to remove the user they created. These should never be removed automatically as it poses a security risk if any files are left behind with this ownership.
Also, it the user/group is registered in the UID/GID database [1], files should not be chown in the install file. Instead, this should be done in the package() function using the ID number. (e.g. chown 97:97 <file>).
